Advance Voting
October 13–16: Limited number of polling stations
October 17–18: All polling stations
Opening hours: 12:00–20:00
Election Day
October 19, 9:00–20:00
E-votes can be changed with a paper ballot until 20:00
Who Can Participate?
Voters
- Age: at least 16 years old
- Residence: registered in the respective local government area
- Who: Estonian citizens, EU citizens, long-term residents with residence permits
NB! The Riigikogu is considering a constitutional amendment that may restrict voting rights for citizens of third countries. If the amendment is enacted, voting rights will remain for Estonian and EU citizens, as well as stateless persons (with a gray passport).
Candidates
- Age: at least 18 years old
- Residence: registered in the respective local government area by August 1, 2025
- Who: Estonian and EU citizens
- Start of candidacy: August 20, 2025
Additional Information
Voting at home is possible for health-related or other valid reasons. Requests can be made during advance voting or on election day.
The voter lists will be compiled as of September 19 – changes in residence made after this date will not be taken into account.
